Amtrak President Thomas Downs, 1990s.

Thomas Downs served as the fifth president of Amtrak from 1993 to 1997. Earlier in his career, Downs had served as New Jersey commissioner of transportation, chairman of New Jersey Transit, president of the Triborough Bridge and Tunnel Authority in New York City, city administrator of Washington, D.C., and director of of the District of Columbia Department of Transportation.

Under his leadership, Amtrak was divided into three Strategic Business Units; launched Amtrak.com; broke ground on the electrification of the Northeast Corridor north of New Haven, Conn.; initiated a program to upgrade Amfleet I cars with amenities such as 110V electric power and accessible restrooms; debuted the Piedmont, Vermonter and Ethan Allen Express; and entered new P-42 locomotives into revenue service.
